Chief Executive Officer
Mr. Samuel Okulony is the current Chief Executive Officer of the Environment Governance Institute (EGI), a Ugandan non-profit dedicated to promoting environmental governance, natural resource management, and community-centered advocacy.
Samuel holds a Master of Science in Conservation and Natural Resources from Kyambogo University, a Master of Law in Natural Resources Law from Victoria University, and a Bachelor’s degree in Environmental Science, Technology, and Management from Kyambogo University. He also holds a Postgraduate Certificate in Climate Change and Sustainable Development from Makerere University and a Postgraduate Diploma in Project Monitoring and Evaluation from Philanthropy University. In addition, he has undertaken specialized professional training in climate change and disaster risk management, project planning and management, media relations and communication, NGO financial management, and negotiation and consensus-building.
Before joining EGI, Samuel gained extensive experience working with leading governance and accountability organizations in Uganda. From 2013 to 2017, he served as Programs and Research Coordinator at the Africa Institute for Energy Governance (AFIEGO). From 2017 to 2019, he worked as a Program Officer for Natural Resources Governance at Transparency International Uganda.
Since 2018, Samuel has become a recognized nationally, regionally, and internationally for his advocacy on the environmental, social, and human rights impacts of fossil fuel projects, including the East African Crude Oil Pipeline (EACOP), the Kingfisher project, and the Tilenga project. His expertise extends to public finance, energy transition, and critical minerals governance, where he challenges harmful financial flows and promotes pathways for equitable, low-carbon development.
Beyond his professional work, Samuel is a passionate advocate for human dignity and believes in building a world free of violence against women and children, where communities can thrive in justice, equity, and peace

She holds a Post Graduate Diploma in Business Administration majoring in Financial
Management from Uganda Management and Technology University.
A Certified Public Accountant (CPA) from the Institute of Certified Public Accountants of
Uganda (ICPAU).
A Kenyan Accounting Technician (KATC) from Kenya Accounting and Secretaries National
Examinations Board (KASNEB).
Underwent professional trainings; including Proposal and Report Writing, and Management
Accounting for Non-Governmental Organizations (MANGO)
At Environment Governance Institute she has developed and implemented program strategies that align
with organizational objectives, defined program governance and controls. She also allocates resources
(human, financial, and physical) across projects within the organization, manages budgets and timelines
for the program, coordinates activities between different projects and teams, and manages dependencies
between projects and resolve interdependencies not forgetting preparing reports for the director,
stakeholders and donors.
Before joining Environment Governance Institute I worked with Africa Centre for Energy and
Mineral Policy as a Finance Manager from September 2016 to March 2020. While at ACEMP
I was involved Developing ACEMP’s accounting systems, financial management and procedure
manual with the help of a consultant and was involved in developing a five year strategic plan
and a Human Resources manual.
She worked with Africa Institute for Energy Governance as a Finance Officer from June 2009 – January
2016. While at AFIEGO She was involved in Guiding the human resources on their duty performances,
working on the budgets for proposals and the annual organizational budgets, posting and maintaining
cashbooks and ledgers, processing and disbursing funds to project officers for project implementation,
reviewing accountabilities from project managers and tracking the implementation of project activities

Communications Officer
Joy Nabulo is the Communications Officer at the Environment Governance Institute (EGI), committed
to advancing the organization’s mission through impactful program delivery, strategic
communication, and meaningful community engagement.
She holds a Bachelor’s degree in Journalism and Communication from Makerere University, where
she developed strong skills in journalism, public relations, and strategic communication.
In her role at EGI, Joy contributes significantly to promoting environmental justice and community
empowerment, particularly for vulnerable populations.
She leverages her exceptional writing skills and deep understanding of digital media to effectively
highlight the challenges and successes of communities from diverse backgrounds.

John peter Okwi
Programs Coordinator
John is the current programs coordinator at Environment Governance Institute (EGI) with
over 6 years’ experience in program management, sustainable livelihoods integration for
biodiversity conservation and advocacy for Just Energy transition.
He is a professional Environment Scientist who holds a Bachelor's Degree in Environmental
Science, Technology, and Management from Kyambogo University, postgraduate diploma in
project planning and management from Uganda Management Institute (UMI).
Prior to joining EGI, John worked as research Assistant at Makerere University School of
public health on a variety thematic research projects pertaining public health, he also worked
as research assistant in the Shea nut tree research project with the National Forest Resources
Research Institute (NAFORI).
While at EGI, John has successfully coordinated Gorilla conservation projects in Bwindi,
IUCN supported conservations and livelihood empowerment projects among tourism host
communities in Murchison Park and championed the Just energy campaigns programs
towards shifts to clean energy.
John has extensive research skills, analytical report writing, strong public speaking abilities
and successfully authored a number of policy-oriented studies and articles.
